   यदि किसी विशिष्ट सेवा के लिए मंजूर की गई राशि उस वर्ष के प्रयोजनों के लिए अपर्याप्त पाई जाए या किसी “ नयी सेवा ” पर जिसकी उस वर्ष के बजट में परिकल्पना न की हो , अनुपूरक या अतिरिक्त व्यय की आवश्यकता उत्पन्न हो जाए तो राष्ट्रपति उस व्यय की अनुमानित राशि दर्शाने वाला एक अन्य विवरण , अर्थात् अनुपूरक अनुदानों की मांगें दर्शाने वाला विवरण , संसद के दोनों सदनों के समक्ष रखवाता है .
